Tribune of Rot drains each opponent for 1 and puts a +1/+1 counter on itself every time a creature you control dies — in a deck that generates consistent sacrifice fodder, that life swing adds up fast. At five mana for a 2/3, the body is undersized, but the repeatable drain trigger is the entire reason to run it.

Tribune of Rot is a Commander card through and through — the drain trigger only scales with multiple opponents, and a 40-life format gives it the runway to matter. In a dedicated sacrifice shell it becomes a legitimate win condition, ticking each player down 1 per creature death over a long game. Legacy and Vintage are legal but irrelevant; a five-mana 2/3 with no immediate impact gets nowhere near those tables. Oathbreaker is legal and theoretically functional if the planeswalker supports sacrifice, but the single-opponent rule cuts the drain in half and blunts the incentive considerably.
