Tribal Forcemage is legal in Commander, Legacy, Vintage, and Oathbreaker, but Legacy and Vintage have no realistic use for it — those formats don't slow down enough to care about incremental tribal pump on a three-mana 1/1. Commander is the only context where Tribal Forcemage earns a slot, and even there it belongs in exactly one archetype: Yedora, Grave Gardener landfall-creature loops. In Oathbreaker the same logic applies; if your planeswalker and signature spell aren't building toward that engine, leave it out.
