Treva's Charm offers three genuine modes — destroy an enchantment, distribute three -1/-1 counters, or cycle — on a single three-mana instant, and that flexibility is exactly what makes it passable rather than good. The problem is that none of those modes are efficient enough on their own to justify the slot, and in Commander you need your cards to do more.

In Commander, Treva's Charm occupies an awkward middle ground: the enchantment removal and the -1/-1 counters both exist on cheaper, more targeted cards, and the cycling mode costs three mana at instant speed when most cantrip effects cost one or two. Legacy and Vintage have it legal but will never touch it — the format demands raw efficiency, and no competitive shell is choosing this over dedicated removal or draw. Oathbreaker is the one place the modal flexibility has some marginal appeal, since the smaller card pool and lower power ceiling make versatility more valuable, but even there Treva's Charm is fighting for a slot against strictly better options.
