Treetop Scout is a one-mana 1/1 with forestwalk — unblockable in most green decks, which makes it a reliable draw trigger rather than a combat threat. In Edric, Spymaster of Trest, that distinction doesn't matter; connecting once per turn is the whole job, and Treetop Scout does it cheaply and consistently.
Best Commanders
Commanders with the highest synergy

Edric, Spymaster of Trest
Edric, Spymaster of Trest turns every unblocked creature into a card, and Treetop Scout's forestwalk makes it effectively unblockable in the majority of Commander games — it shows up in nearly half of all Edric lists for exactly that reason.

Toski, Bearer of Secrets
Toski, Bearer of Secrets rewards the same behavior — connecting with small creatures — and Treetop Scout's forestwalk ensures it slips through green-heavy boards where other one-drops get stonewalled.
Format Analysis
Where it lives, where it can’t
| Format | Verdict |
|---|---|
| commander | legal |
| legacy | legal |
| modern | not legal |
| pioneer | not legal |
| standard | not legal |
| vintage | legal |
| pauper | legal |
| oathbreaker | legal |
Treetop Scout lives almost entirely in Commander, where green is the most popular color and forestwalk translates to near-guaranteed damage in a majority of games. In Pauper it's legal but sees no meaningful play — one-mana 1/1s need more than conditional evasion to compete in that format's creature landscape. Legacy and Vintage legality is technically there, but a 1/1 with situational evasion has never been close to the power threshold those formats demand. Commander is the only context where Treetop Scout earns its slot.
