Commander is where Treacherous Urge earns its slot — three opponents means someone is usually below 13 by the time you have three mana up, and stealing a combo piece or counterspell at instant speed can swing a game outright. In Legacy and Vintage the life-total threshold is a steep ask against fast combo decks that win before damage stacks, and cheaper discard options crowd it out of those formats entirely. Modern has the same problem with speed, plus the card pool offers more efficient disruption at every point on the curve. Oathbreaker functions similarly to Commander and rewards the same aggressive life-total synergies, so the card translates cleanly there.
