Transmutation Font is a Commander card — the three-token output only justifies the setup cost in a multiplayer game where you have time to activate it repeatedly and payoffs like Academy Manufactor or artifact-count synergies to multiply the value. In 60-card formats — Modern, Pioneer, Legacy — it's too slow and too mana-intensive to compete with dedicated token or artifact engines that operate at instant speed or lower cost. Standard legality is technically there, but the same objection applies: two mana per activation for tapped production doesn't clear the competitive bar. Oathbreaker is a reasonable home for the same reason Commander is — longer games, more activations, and a commander slot that can be built around the Font's output.
