Transmogrant Altar is a Commander card through and through — the payoff compounds over a long game with the right commander, and the 100-card singleton format gives you enough redundancy in sacrifice and recursion strategies to justify a narrow piece like this. In competitive 60-card formats like Modern or Pioneer, it's too slow and too conditional: spending a card and a creature to make a 2/2 and draw one is card-neutral at best and tempo-negative at worst when opponents are threatening lethal on turn four. Legacy and Vintage have no use for it either — those formats aren't looking for sacrifice fodder generators at this cost and effect level. Stick to Commander, and specifically to decks that can chain the effect repeatedly.
