Training Drone enters as a vanilla 3/3 flyer for four mana with a hard lock on attacking or blocking — it literally cannot do either. It occupies a card slot in your 99 without threatening the board, advancing a game state, or protecting you, which is a complete non-starter in Commander.

Training Drone is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but legal and playable are different things. In Commander, a 3/3 flyer that cannot attack or block fails the most basic test a creature has to pass — it just sits there. Pauper is the only format where aggressive cost-to-body ratios matter enough to even investigate it, and even there a creature with two lines of self-imposed inability text is a hard pass. Vintage and Legacy have zero interest in a do-nothing four-drop.
