In Commander, it has a sliver of relevance in decks that need cheap, repeatable evasion enablers — think Isperia builds or any strategy that wants to push a single large creature through blockers every combat. In Pauper, the card is legal but ignored; the format has better three-drops at common that don't require an attack trigger to do their job. Legacy, Modern, Pioneer, and Vintage have no interest in Trained Condor whatsoever.
