Train of Thought is a scalable draw spell that rewards you for replaying it — each successive cast in a turn draws one more card than the last, turning spell-storm loops into genuine card advantage. The floor is one card for two mana, which is unplayable; the ceiling, in a storm or spellslinger shell that casts it three or four times in a turn, is legitimately broken.

In Commander, Train of Thought is a niche inclusion rather than a staple — it does nothing at one copy, but in storm or spellslinger decks that can reliably cast it three or more times in a turn, it pulls ahead of fixed-draw spells by sheer volume. In Pauper, the common-only card pool makes scalable draw rare, and a storm-adjacent shell can exploit it more consistently in a lower-power environment where the game goes longer. Legacy and Vintage have access to far more efficient draw, so Train of Thought is outclassed there; Brainstorm and Treasure Cruise exist. Oathbreaker mirrors Commander's verdict — context-dependent, strong in the right shell, irrelevant outside it.
