Toxic Stench trades one mana for a kill on a black creature or a cycling trigger if the target isn't there — conditional removal that earns its slot only in black-heavy metas. Outside of that narrow window, it's outclassed by cheaper, unconditional options.

In Commander, Toxic Stench is fringe at best — black creatures are common enough to occasionally live up to their end of the bargain, but one-for-one sorcery-speed removal rarely makes the cut when you're facing three opponents. Pauper is the format where Toxic Stench sees the most plausible use, since the card pool skews heavily toward mono-black aggressive and control lists where the color restriction stings less. Legacy and Vintage both have access to it legally, but neither format gives you any reason to run it over Swords to Plowshares or Fatal Push. Cycling for one keeps it from being a total brick when the board doesn't cooperate, which is the card's only genuine selling point across every format it's legal in.
