In Commander, Tower Above is a corner-case include — it earns a slot only in dedicated wither or -1/-1 counter builds where the third keyword actually matters, not just the +3/+3 and trample. In Legacy and Vintage it doesn't register; six mana for a combat trick is nowhere near competitive pacing in those formats. Modern is the same story — pump spells at that cost have to win the game outright to see play, and Tower Above doesn't. The card is essentially Commander-only in practice, and even there it's commander-dependent rather than a generic green staple.
