In Commander, Tourach's Canticle scales naturally with four-player pods: hitting three opponents means six cards leaving hands, which is the kind of mass disruption that can strand combo players before they assemble their lines. In Pauper it's a legal common, and targeted discard at instant speed is genuinely strong in that format's slower midrange mirrors. Legacy and Vintage have access to more efficient discard like Hymn to Tourach, so Tourach's Canticle doesn't compete at those power levels. It's cleanest in Commander, specifically in black decks that already want to empty opposing hands rather than just pick a single threat.
