Touch of Vitae untaps a creature and gives it +1/+1 until end of turn — the untap is the whole point, and three mana is a reasonable rate when the payoff is a second activation of something like Quicksilver Elemental. It belongs in tap-to-activate creature decks and nowhere else.

Touch of Vitae is legal in Commander, Legacy, Vintage, and Oathbreaker — formats where degenerate tap-ability loops exist and a three-mana untap spell can threaten to end the game on the spot. In Commander it finds a home in dedicated tap-ability combo decks where untapping once can chain into a win. Legacy and Vintage have faster, more redundant untap effects, so Touch of Vitae is fringe at best there. Oathbreaker follows Commander logic — narrow but functional in the right shell.
