Touch of Brilliance is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but the only place it sees real consideration is Pauper, where the card pool is shallow enough that a two-for-one at common has baseline value. In Commander, four mana for two cards and two mana is below the floor set by Arcane Signet plus a cantrip — you're paying a premium for stapling mediocre effects together. Legacy and Vintage have access to enough broken card draw that Touch of Brilliance doesn't register.
