In Commander, Tortoise Formation earns its slot as a cheap answer to the Wrath effects that dominate the format — two mana to keep your whole board alive through a Blasphemous Act or Farewell is exactly the kind of efficiency the format rewards. Outside Commander, the card rarely finds a home: Legacy, Vintage, and Modern have faster clocks and more surgical answers, so a reactive mass-protection spell that does nothing proactive struggles to justify a slot. Pauper is the one constructed format where Tortoise Formation could see fringe use, since sweepers exist at the common level and the card is common itself, but the format's tempo demands make a two-mana do-nothing on offence a hard sell.
