Torrent of Lava hits every creature an opponent controls for X damage at instant speed — that's a one-sided board wipe stapled to a direct damage spell when X is large enough. The cost is that you need a meaningful mana advantage to make it worth the slot, and without that, it's an overcosted spot removal spell.

In Commander, Torrent of Lava finds its home in big-mana red decks that can pour six or more into X and clear a board while keeping their own creatures alive — think damage-based asymmetry via indestructible or high-toughness creatures. Legacy and Vintage both have access to it, but neither format has any reason to run it over faster, more efficient burn and removal spells. Torrent of Lava is a Commander card through and through, and even there it competes hard against Earthquake and Magmaquake for the X-spell wipe slot.
