Commander is where Torrent Elemental does its best work, slotting into any blue deck that wants repeated board control — the tap-down trigger stacks with extra-combat effects and turns one attack into a full lockout. In graveyard-value shells, the exile-from-graveyard activated ability lets it recur itself without needing a dedicated reanimation package, which is genuinely unusual utility. Torrent Elemental is fringe-playable in Legacy and Vintage theoretically, but five mana buys far more in those formats and it never sees play there. Pioneer and Modern have enough efficient interaction that a vanilla 3/5 needing to attack to matter won't clear the bar competitively.
