Tornado Elemental enters and wipes the board of every flying creature your opponents control — no targeting, no responses, just gone. Six mana for a 6/6 that also neuters flyers for the rest of its time in play is a real rate, but sorcery-speed removal stapled to a creature means it trades badly with the instant-speed removal that answers it before the damage step.

Commander is where Tornado Elemental actually sees play — the format's slower clock means six mana is reachable, and a fresh table of three opponents often has at least one oppressive flying threat worth nuking on entry. In Legacy and Vintage, it's unplayable; those formats punish six-mana do-nothings in the late game and have zero interest in a creature that dies to Swords to Plowshares before the triggered ability resolves. Modern is technically legal but the card never shows up, and for the same reason — the format has moved far past the power level where a 6/6 with a conditional board wipe competes.
