Tooth Collector enters the battlefield and immediately rips a card from an opponent's hand if anyone has taken damage this turn — then does it again every upkeep as long as the condition holds. Three mana for a 3/2 that generates repeated discard pressure is a real rate, and in black decks that can reliably ping opponents, it snowballs fast.

In Commander, Tooth Collector thrives in black discard and aristocrats shells where incidental damage — from pingers, fetchlands, or shock effects — triggers the upkeep ability turn after turn against multiple opponents. Competitive non-rotating formats like Modern and Legacy have too many faster, more focused discard options to make room for a three-mana creature that requires setup, so Tooth Collector doesn't see meaningful play there. Pioneer is similarly crowded at the three-drop slot. It's a Commander-first card, full stop.
