In Legacy and Vintage, six mana is a death sentence; both formats end before Tomorrow stabilizes, and neither needs card selection when broken cantrips are legal. Oathbreaker shares enough of Commander's identity that Tomorrow is playable in the right spell-heavy build, but the 20-life clock compresses the window. Anywhere Pioneer or Standard would apply, it's not legal — and wouldn't see play even if it were.
