In Commander, Tomb Hex earns its slot when your meta runs fetchland-heavy or dual-heavy mana bases, which is most tables above bracket 2 — the condition triggers reliably and the 2 damage is a small bonus that adds up over a long game. In Pauper, where the common-card restriction keeps mana bases humble, the condition is harder to guarantee and cheaper unconditional removal usually wins the slot.
