In Commander, Toll of the Invasion competes in the discard-matters space alongside faster, cheaper options, so it needs a shell — Nicol Bolas-themed decks, Amass strategies, or value-from-the-graveyard builds — to justify three mana for one targeted discard. Pauper is where it gets the most traction, since instant-speed hand disruption is meaningful and Amass tokens are real bodies in an aggressive shell. In Legacy, Modern, and Pioneer the card is legal but practically invisible; one-for-one discard at three mana can't compete in those formats. Oathbreaker mirrors the Commander read: playable only if your signature spell or commander actively rewards discard or token generation.
