The setup cost is real, but in any deck that wants to pitch lands to an effect or rebuy them from the graveyard, it earns its slot immediately; everyone else should look elsewhere.

In Commander, Tolarian Sentinel finds a home in blue artifact and spellslinger decks that generate excess lands or want a cheap flying blocker that replaces itself — it's never the engine, but it's a low-friction piece. In Pauper, the combination of a relevant body and card parity at common is legitimately useful in tempo and control shells where every scrap of value matters. Legacy and Vintage have no interest in paying one mana plus a land for a single card on a 1/3, when those formats are drowning in faster options. Tolarian Sentinel is a Commander and Pauper card; everywhere else it simply isn't strong enough to compete.
