Commander is where Toil // Trouble earns its keep — three opponents means the Trouble half can threaten lethal out of nowhere when someone is sandbagging a full grip, and wheel decks that refill everyone's hand set up comically large Trouble hits. In Modern and Legacy the individual halves are simply outclassed: better draw spells and direct damage options exist at the same mana cost without needing Fuse to justify them. Pioneer offers slightly more room but still no compelling shell. Oathbreaker mirrors the Commander argument at smaller table sizes, so the card's ceiling drops without the third and fourth opponent.
