Titan's Revenge is a Commander card almost by definition — the 40-life starting total and life-gain subthemes that dominate the format are exactly what push the damage ceiling into lethal range. In Legacy and Vintage it's technically legal but competes against efficient burn and faster clocks that make a sorcery-speed life-payment unplayable. Modern has the same problem: you don't survive long enough to accumulate a life total worth spending. Commander is where Titan's Revenge has a real home, specifically in decks that can pile life totals above 40 before pointing it at a player's face.
