In Commander, Timid Drake is nearly unplayable — a four-mana 4/4 with evasion sounds fine until you remember that a multiplayer game means you're almost never the only one with creatures on board, and a flyer that can't attack or block contributes nothing to winning or surviving. Legacy and Vintage are the only other formats where it's legal, and neither has any reason to run it; aggressive decks want threats that actually threaten, and controlling decks have far better options at this slot.
