Timebender lets you remove a time counter from a suspended card or add one to a permanent with a time counter — relevant manipulation on a 2/1 body for two mana. In Missy builds and suspend-heavy decks helmed by Jhoira of the Ghitu, that effect is genuinely useful; everywhere else, it's too narrow to justify a slot.

Timebender is a Commander card through and through — suspend synergy only matters when you're building around it, and 100-card singleton gives you the room to assemble that engine. In Legacy and Vintage it's legal but invisible; no competitive shell wants a 2/1 that manipulates time counters when the format is full of faster, more generic interaction. Oathbreaker is the one non-Commander format where a suspend-focused build could make Timebender work, but the card pool is the same and the effect stays niche.
