In Commander, the singleton rule is the kill shot — you'd need copy effects or cards like Mirror Box to get multiple instances on board, which is more infrastructure than the payoff justifies. Pauper is the one format where you can actually run four copies, but Wolf tribal isn't a competitive archetype there, and a 2/2 for two needs to do more than grow conditionally.
