In Commander, a two-mana 1/1 that places a single counter needs a very dedicated +1/+1 counters shell to even consider, and even there Timberland Guide loses the slot to cards like Experiment One or Hardened Scales that generate compounding value. In Pauper, where commons compete hard on rate, a one-shot counter with no evasion or scaling text doesn't make the cut. Legacy, Modern, and Pioneer have moved well past this power level entirely.
