Tidal Courier puts an Merfolk subtype on whatever creature it enchants — a narrow ability that only matters in dedicated Merfolk tribal builds and does nothing outside of them. The cost in a card slot and mana is rarely worth it unless you're building around lords that care specifically about the Merfolk type.

Tidal Courier is legal in Commander, Legacy, Vintage, and Oathbreaker, but sees virtually no play in any of them. In Commander, tribal Merfolk decks occasionally look at it as a way to stretch their lord coverage to non-Merfolk creatures, but the effect is fragile — it's an aura, which means it dies to any enchantment removal and leaves you down a card. Legacy and Vintage have access to far more efficient Merfolk synergies and have no reason to touch it.
