In Commander, Ticket Tortoise is a role-player in tap-based control or stax shells — it permanently neutralizes a commander, an Eldrazi, or any threat that doesn't die to removal, and the 0/5 body survives most combat incidentally. Outside Commander, Ticket Tortoise is too slow and too fragile to matter in Modern or Pioneer, where a two-mana 0/5 that does nothing the turn it enters won't make a competitive deck. Standard and Pauper are the more realistic homes if a synergy shell exists — Pauper especially, where repeatable tapping without upkeep cost is a real resource. Legacy and Vintage have no interest in it.
