Thunderstaff holds down the board in go-wide decks by taxing every attacker that swings into you and pumping your whole team when you need to push through damage. Three mana to cast, one mana to activate either mode — that's an efficient rate for an effect that scales with creature count on both sides of the table.

Commander is where Thunderstaff earns its slot — multiplayer boards stay crowded, so the +1/+0 pump affects more creatures and the damage prevention soaks more hits than in any 1v1 format. In Legacy and Vintage it's legal but essentially invisible; those formats end too fast for a three-mana artifact that does nothing the turn it enters to matter. Modern has the same problem compounded by the format's speed and the density of cheap removal that laughs at a tappable artifact. Thunderstaff is a Commander card through and through, and that's fine — it does its best work exactly where people actually play it.
