Thunderous Snapper is a Commander card through and through — the draw trigger only fires when you're regularly casting spells with mana value 5 or greater, which describes a lot of EDH decks and almost no competitive 60-card shells. In Modern and Legacy, the density of cheap interaction means you'd almost never trigger it, and a vanilla 4/4 for four does nothing those formats want. In Commander, any deck with a top end above 5 CMC — big-mana green, cascade builds, superfriends — can treat it as a reliable draw engine that also applies board pressure. It's at its best in the Imoti, Celebrant of Bounty shell, but any green deck that regularly casts seven-drops will get real mileage from it.
