Thunderous Orator turns every enchantment you control into a vigilance-and-flying grant for the whole team — a wide-board payoff that scales hard in enchantress shells. The cost is a four-mana 3/3 with no immediate protection, so it needs a populated board to matter.

In Commander, Thunderous Orator is a dedicated enchantress payoff — it does nothing in isolation and everything in a deck that floods the board with enchantments, where the flying and vigilance grant turns a wide token army into an aerial threat. Competitive non-Commander formats haven't found a home for it: Modern and Legacy enchantment strategies prefer more redundant or resilient threats, and a 3/3 for four with a conditional anthem doesn't clear the efficiency bar those formats demand. Pioneer is theoretically legal but faces the same problem — enchantment payoffs there tend to close games faster on their own. Thunderous Orator is a Commander card through and through, best treated as a role-player in the 75–100 card format where the enchantment density it needs is easiest to build around.
