Thunderheads puts a 3/3 flying Weird token onto the battlefield for three mana — a reasonable body, but the cumulative upkeep means you're paying more each turn just to keep it. Thunderheads is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but sees virtually no play in any of them.
