Thunderclap Wyvern is a Commander card — the anthem effect scales with a full board of fliers, and multiplayer games give you the time to assemble that. In one-on-one formats like Legacy, Modern, or Pioneer, a 2/3 flash flier for four mana with a narrow tribal buff is simply too slow and too conditional to compete.
