In Commander, Thunder Lasso is a tempo piece that punches below its weight in a four-player game — neutralizing one threat for two turns doesn't scale the way a Fog or a board wipe does. Competitive formats like Legacy and Modern have no interest in it; the effect is too slow and too narrow against the threats those formats present. Pioneer and Standard could theoretically support it in a tempo shell, but better options exist at every point on the curve. Where Thunder Lasso has any real home is in Commander decks built around forcing opponents to keep creatures tapped — Derevi, Empyrial Tactician or Teferi, Temporal Archmage shells that reward the effect turn over turn.
