In most decks it's an understatved blocker that never threatens anything; only dedicated +1/+1 counter or energy-adjacent shells make the growth worth the slot.

In Commander, Thriving Turtle is a fringe piece in Simic or Sultai counter-accumulation decks, where the passive growth at least interacts with proliferate and counter-doubling effects.
