Thriving Turtle is a one-mana 0/3 that grows a +1/+1 counter whenever you tap a land for mana of a color you choose on entry — cheap to cast, but slow to matter. In most decks it's an understatved blocker that never threatens anything; only dedicated +1/+1 counter or energy-adjacent shells make the growth worth the slot.

In Commander, Thriving Turtle is a fringe piece in Simic or Sultai counter-accumulation decks, where the passive growth at least interacts with proliferate and counter-doubling effects. Outside of that niche it's too slow and too small to justify a slot in a 99 built around anything else. In Pauper it's a legal common with a reasonable defensive body at one mana, but the counter trigger is marginal when opponents are pressuring you with efficient threats. Legacy, Vintage, Modern, and Pioneer all have access to far more powerful one-drops, so Thriving Turtle simply doesn't compete in those formats despite being legal in each.
