In Legacy and Vintage it's legal but irrelevant — three mana for a 2/2 that does nothing until your next upkeep is nowhere near the power band those formats demand. Modern is the one non-rotating format where it could theoretically see fringe play in a dedicated Human token shell, though it has never broken through. Thraben Doomsayer is a Commander card through and through.
