Thoughtcutter Agent is a Commander card — full stop. In multiplayer, the hand-open effect hits all opponents simultaneously, making it dramatically more impactful than in any one-on-one format. In Legacy and Vintage, a 1/1 for two with no immediate board impact competes against formats where the game is often decided by turn two, and dedicated hand-disruption decks already have better options; it doesn't see play in either. Modern is theoretically legal but the same logic applies harder — the card simply doesn't move fast enough for a format defined by speed.
