Thought Harvester makes every nonland permanent you cast mill your opponents, turning a normal game of Commander into a persistent clock that scales with your own tempo. Four mana for a 2/5 flier is an acceptable rate when the passive effect does real work every single turn.

Commander is where Thought Harvester actually matters — three opponents means three libraries taking damage every time you cast a nonland permanent, and in an Eldrazi tribal shell that adds up fast. In Legacy, Modern, and Pioneer it's legal but functionally unplayable; dedicated mill decks in those formats run cards that mill far more efficiently at lower mana costs, and a 4-mana 2/5 with a slow incremental trigger won't survive long enough to matter. Vintage is the same story in a faster and more hostile environment. Oathbreaker is the one non-Commander format where Thought Harvester could see fringe play, particularly under a planeswalker that supports Eldrazi or artifact-heavy game plans, but the card is essentially a Commander piece.
