In Legacy and Vintage the card is legal but essentially invisible — deterministic interaction and combo speed make a slow, luck-dependent artifact thief a non-starter. Oathbreaker is legal and follows the same logic as Commander: the more artifacts at the table, the better Thought Dissector looks.
