Thornado destroys target creature with flying for three mana at instant speed — clean, unconditional, and reusable if you have a Forest to untap. The cycling clause keeps it from being a dead card in matchups without fliers, which is the only reason to run it over better unconditional removal.

In Commander, Thornado competes in a crowded slot against unconditional instant-speed removal, and it only wins that competition in dedicated green stompy or Forests-matter builds where the untap rider is consistently live. In Pauper it sees occasional sideboard consideration against Faeries and other flying-heavy archetypes, where the three-mana floor is more acceptable and cycling smooths draws. Legacy and Vintage have access to so much efficient interaction that Thornado never makes the cut. It's a narrow card in every format — useful when the meta calls for it, invisible otherwise.
