The cost is three mana for a 1/1, which means it earns its slot only in decks that specifically want the Faerie type or the discard trigger, not as a generic inclusion.

In Commander, Thieving Sprite is a tribal piece first — it goes in Faerie decks led by commanders like Alela, Artful Provocateur or Tegwyll, Duke of Brilliance where every Faerie entering the battlefield matters. Outside of tribal, three mana for a 1/1 discard effect is too inefficient against a table of four players. In Pauper it sees occasional play in Faerie tempo shells where the common-legal Faerie synergies are dense enough to reward the body. Legacy and Vintage have no interest in Thieving Sprite — the discard effect is far too slow at sorcery speed and three mana.
