In Commander, Thieves' Fortune is a role-player in any blue deck that values instant-speed card selection — one mana to surveil 4 is a real rate, and the ability to hold it up on an opponent's end step keeps your mana flexible. Legacy and Vintage have more powerful cantrips at the same cost, so Thieves' Fortune doesn't crack those formats outside of casual or themed builds.
