Thief of Existence exiles a permanent an opponent controls when it enters — not destroys, exiles — and that effect comes stapled to a body that flies and phases out to dodge removal. The cost is six mana for a 4/4, which is honest for Commander but too slow for anything faster.

Commander is the correct home for Thief of Existence — six mana is acceptable in a 40-life multiplayer game, the exile effect hits any permanent type which matters when Enchantments and Artifacts dodge most creature-based removal, and the phase-out clause makes it genuinely hard to answer cleanly. In Legacy and Vintage it is unplayable; those formats end before a six-mana 4/4 with a single ETB trigger matters, and neither format is short on better options at that slot. Modern has similar problems — the card is legal but the rate is far too slow for a format with a sub-four-turn clock. Oathbreaker is the one non-Commander 60-card format where it could see fringe play, since that format's life totals and pace sit closer to Commander than to Legacy.
