Commander is the natural home for The Gaffer — the Shire synergy package it belongs to barely exists outside of EDH, and 100-card games give it enough time to generate meaningful value from repeated food production. In Legacy and Vintage it's legal but unplayable; neither format has the Halfling tribal scaffolding or the slow-burn food loops that make The Gaffer relevant, and two mana for a 1/1 with a conditional tap ability doesn't clear the bar in either environment. Oathbreaker is the only other format where The Gaffer could realistically see a table, specifically in a Frodo or Samwise shell, but the card pool and deck size shrink the engine's ceiling compared to Commander.
