Commander is where The Circle of Loyalty actually lives — legendary-dense Knight builds are the natural home, and the format's singleton structure means you're always happy to see it. In competitive non-rotating formats like Legacy and Modern it's a niche consideration at best: six mana for a lord effect that requires a tribal commitment is too slow without a commander reducing the cost. Pioneer has similar issues; the card sees essentially no play there.
