Commander is the overwhelming home for Tetsuko Umezawa, Fugitive — the effect scales with the table, and multiplayer means three opponents worth of unblockable triggers per attack step. In Legacy and Vintage she's legal but irrelevant; those formats care about ending the game on turn one or two, not sculpting a combat gameplan around a 1/3.
