Commander is the overwhelming home for Tetsuko Umezawa, Fugitive — the effect scales with the table, and multiplayer means three opponents worth of unblockable triggers per attack step. In Legacy and Vintage she's legal but irrelevant; those formats care about ending the game on turn one or two, not sculpting a combat gameplan around a 1/3. Modern and Pioneer are technically available, but a two-mana do-nothing-on-arrival enchantment creature needs a very specific deck to justify the slot, and that deck doesn't really exist in those formats at a competitive level. Oathbreaker offers the same multiplayer logic as Commander in a faster shell, and she fits cleanly there as a support piece.
